Ms. Navarro is a principal in Frank, Haron, Weiner and Navarro. Her practice focuses on health care litigation and transactions, including regulatory compliance, privacy, billing and reimbursement, licensing, credentialing and medical staffing, and fraud and abuse matters. Ms. Navarro also has an active business litigation practice, which includes complex litigation, class action work, and federal and appellate matters.

Ms. Navarro was designated a Michigan Super Lawyer by Law & Politics Magazine.  She also teaches health law at Cooley Law School.

Health Care Law
Ms. Navarro represents a wide array of health care providers, including individual physicians, physician groups, chiropractors, ambulance companies, home health agencies, and a variety of licensed professionals and providers of ancillary services in all areas touching upon health and business law.

Ms. Navarro also represents providers under investigation for suspected fraud and abuse; assists health care entities in connection with regulatory compliance with state and federal agencies, business undertakings, and joint ventures; represents providers in connection with third-party reimbursement issues and audits; and represents physicians in connection with credentialing, hospital staffing, and licensing matters.

Business Litigation
Ms. Navarro's business litigation practice is diverse, includes entities of all sizes and sectors and includes complex litigation, class action work and federal and appellate matters.

Fraud and Abuse
Ms. Navarro is an expert on fraud and abuse. She represents whistleblowers in Qui Tam cases against institutional entities and has worked closely with the United States Justice Department and numerous United States Attorney and State Attorney General’s offices and agencies throughout the country.

Education and Judicial Clerkships
Ms. Navarro has a B.A. in Political Science and International Relations from Florida International University, where she graduated summa cum laude. She received her J.D. from the University of Michigan Law School in 1993, where she graduated cum laude and served as the Managing Editor of the University of Michigan Journal of Law Reform.

Following her graduation from U of M Law School, Ms. Navarro served two years as a judicial clerk to the Honorable Julian Abele Cook, Jr., United States District Court for the Eastern District of Michigan.

In addition to being admitted to multiple federal courts, including the United States Supreme Court, Ms. Navarro is admitted to the Illinois Bar and Michigan Bar, where she is a member of the Health Law and Litigation Sections.

Ms. Navarro is also a member of the American Health Lawyers Association, where she is a member of the Fraud and Abuse, Self-Referral and False Claims Substantive Law, Qui Tam, and Information Technology Sections.

Ms. Navarro is a member of the Hispanic Bar Association of Michigan and the Michigan Association of Health Lawyers, where she chairs the Technology Subcommittee.

Ms. Navarro is a member of the Oakland County Bar Association and has served on the Medical/Legal Committee of that body. She is also a Fellow of the Oakland County Bar Foundation. Additionally, Ms. Navarro is a member of the Oakland County Women's Bar Association, the Association of Trial Lawyers of America, the Michigan Trial Lawyers Association, and the Troy Chamber of Commerce, where she has served as a member of the Chamber's Committee on HIPAA Compliance.

Ms. Navarro is a Trustee on the Board of the Michigan Psychoanalytic Foundation and a member of the State of Michigan Board of Psychology and its Disciplinary Subcommittee.  Additionally, she is member of the Board of Directors of Southwest Counseling Solutions and a member of the Board of Directors of the Aurelio Rodriguez Scholarship Fund.
